Steps to apply Visa by partner-sponsor

Hi,

Wife (Indonesian) and I (Australian) intended to move to Indonesia. We're currently still in Australia and thinking to start the Visa application process soon. We have been married for more than 10 years.

Questions

1. What can we do now before we move to Indonesia ? in terms on applying Kitas and Kitap ?

2. We're married for more than 10 years but only registered in Australia, we have legally done the prenup in Indonesia but did not register marriage there. Upon applying for Kitap at some point, would the Immigration office recognise the length of our marriage (which was registered overseas) ?

1. The first thing to do (if you didn't do yet) is to register the marriage at the Indonesian Embassy in the country where you married .

2. I heard that the Indonesian Immigration recognizes the (abroad) marriage age starting from the Embassy's registration date (the Law/Regulation do not specify - they state only : marriages aged 2 or more for the KITAP eligibility) .

(a) Unfortunately , yes , this is what I meant . But you can be lucky and find Immigration officers who think differently (it is not uncommon , when there is no specific rule or the rule is unclear) .

(b) In practice , yes . This is how it is :
- Your Indonesian wife (or somebody in her name) register and request an e-Visa online ,
- Somebody in Indonesia needs to pay the fee in an Indonesian bank (I am not sure if you could pay through internet banking) ,
- You receive the e-Visa by email (no need to go to the Embassy) ,
- Within 30 days after arriving in Indonesia , you need to request the KITAS/e-ITAS,
- She needs to go to a local Immigration Office to submit documents ,
- You need to go to the local Immigration Office for digital photo/fingerprints ,
- You receive an e-ITAS through email , print it and attach it to you passport .

Note : In Indonesia , you get a Visa for entering Indonesia . At the entrance , Immigration converts the Visa into a Visit/Stay Permit (KITAS is the Stay Permit Card - nowadays there is no card anymore , it became an e-ITAS) .

Enquired about VITAS application with the official in Consulate General, they advised it can only be done online and couldn't provide any further information. 
I need to know once I got the VITAS via online application, how long do I have before travelling to Indonesia ? I know I have to convert it to Kitas within 30 days after entering the country, but I don't plan to travel yet. I just need to do a bit of planning now.

An Indonesian Visa was valid for 3 months (in other words , after being issued , you need to enter Indonesia within 3 months) .

But I don't know now , with this new e-Visa , if this validity period of time is still the same as before .

For example , the last Indonesian Visa (VITAS) I got , stated :

Date of Expiry : 06 Dec 2015

From what I understood from the Indonesian Embassy in Bern (see link below) , the payment can be made in 101 banks in Indonesia , through ATM , internet banking , and mobile banking (another internet source said that you can even pay at the Indonesian Post Office and also at the bank cashier) .

I guess there are 2 things to pay :
- the e-Visa approval : Rp200'000 (?) ; and
- the e-Visa : in your case , 1 year e-Visa = USD150

Note : Because the Visa is priced in USD , it may require somebody go personally to the bank to pay , because it requires the currency conversion from Dollar to Rupiah which banks may not be prepared to do through ATM/online .

So in summary,

1. My spouse applies VITAS for me online, someone in Indonesia pay the fees via Internet banking or ATM or physically pay in the bank.

2. The total fees are about: e-Visa approval Rp200,000 + e-Visa USD150 (1 year) = USD170 (approx)

3. I will receive the e-VITAS in the email and print it out to attach to my passport.

4. I must enter Indonesia within 3 months, even the validity of e-VITAS is for 1 year ?

5. Then I need to convert e-VITAS to e-ITAS/KITAP within 30 days

4. You understood it , except that the validity of the e-VITAS is indeed 3 months (if it didn't change lately - you better check that with your Embassy) . This is because , to simplify , we say it is an one year Visa/VITAS , but in reality all Indonesian Visas (except the "Multy Entry Visas) have the same validity (probably 3 months) . An Indonesian Visa is valid only outside Indonesia , when you enter Indonesia , the Visa becomes a Visit Permit or Stay Permit .

5. So e-VITAS becomes Stay Permit , then e-ITAS (KITAS few years ago) .

Ad. MERP is the right to enter Indonesia . A VITAS (a Visa) already gives you the right to enter Indonesia , but e-ITAS and KITAP are only a right to stay in Indonesia , so they need the MERP for you to return to Indonesia when you go abroad .

The MERP is automatically added to any long new/newly extended e-ITAS , and automatically added to any new/newly extended KITAP (but because KITAP is for a 5 years minimum and a MERP is for 2 years maximum , later you can optionally get more MERP) .

Notes :
MERP = Multiple Exit and Re-entry Permit . Nowadays it is called only "Re-entry Permit" .
e-ITAS = electronic Limited Stay Permit
KITAS = Limited Stay Permit's card (not common anymore)
KITAP = Permanent Stay Permit's card
