You have to understand that in this country, there is a 'brain fart of the month'. You will constantly see ideas, opinions (and rumors) by officials who have no no clue what they are talking about and/or have no idea what the implications and feasibility of that measure would be. They get their 5 minutes of fame, then get whistled back and crawl back in their shell.
