Basically unless she produces a 'Buku Nikah' (marriage book) with your brother's and her pictures in it, there is no legal marriage according to Indonesian law. Please search Google on what a 'buku nikah' looks like.

The "surat ikrar wakil wali" is just one of the many document required to be able to conduct a marriage. The KUA would need at list of documents which includes a legalised photocopy of your brother's passport, some pics, his birth certificate, a letter of impediment from your embassy...etc.
There is no way, considering what you have said, that a marriage has been performed legally.

Some-one who is legally married is issued a Buku Nikah (Marriage Book) from the Kantor Agama (Religious Office) if Muslim, or an Akta Nikah (Marriage Certificate) from the Catatan Sipil (Civil Registery). If these do not exist there is no marriage.
