    Basically unless she produces a 'Buku Nikah' (marriage book) with your brother's and her pictures in it, there is no legal marriage according to Indonesian law. Please search Google on what a 'buku nikah' looks like.

        There is no way, considering what you have said, that a marriage has been performed legally.
