If you have a good diplomat friend like I did at one time in Jkt, the only smart way is he or she would offer you to use his pass at the duty-free. I didn't ask, it was an offer that I took by all means ...smiley.

Agreed. But let me add this:Syrah/shiraz is a type of wine grape specific to the Côtes du Rhone, region of France. In fact this is the only type of wine grape which is autorised in the label "Cornas" and you will find it mixed with other type of wine grape in some of the most known french label from Cotes du Rhone, such as "Crozes Hermitage", "Cote Rotie" ou "Saint Joseph". Unfortunately this wines wouldn't come cheap and wouldn't match your budget. The good thing is that France exported during the 19th century this wine grape and you will now find very decent Shiraz wine from Australia, way cheaper than their french counterpart. I would not say that Yellow Tail is good wine, but at least, it is an "easy one" and as CA pretty much said: he'll match with indonesian food.
If you want to stick to french wine, I am afraid that you will have to reconsider your budget if you wanna drink something decent.

Can't comment about the match but can back up that this is a lovely wine at reasonable cost

is it possible to get any decent beer in Indonesia? Westmalle, or other such Belgian beers (usually 6 to 12% ABV), or perhaps German weissbier?

Obviously there's a variety of crappy pilsners, budweiser, corona, and I tried some locally brewed ales, but nothing I'd really want to drink....

Decent beer is Bintang, Anker etc. Strength around 5% ABV. If you wantted imported beers they are generally only available in Jakarta and Bali and will cost you an arm and a leg.

Looks like you guys don't share the same definition of "decent beer". Mine would be closer from SYG's definition and I wouldn't really call Bintang or Anker "beers". Those are good enough to get pissed, but not enough to get appreciated.

Seems to me that if you want Belgian Trappist Monk type beers at 6-12% ABV then all you want to do is get pissed anyhow. I have tried most of them and they taste foul because of their strength. I do not like unfiltered beers (Wiessbeer)

I suppose at the end of the day it is all subjective as to what you class as "Decent"
