    4. STM
    5. SKPPS
    6. SKTTS
    7. SKLD
    8. IMTA
    9. KARTU IDENTITAS PENDATANG WNI

From what I have read in this Forum , at the KITAP issuance you receive also the "blue book" , then you have to deal with :
    - The Manpower Department (for the final phase of the work permit/IMTA) ,
    - The Regional Police/POLDA (for the SKLD which may require a new STM from local Police too) ,
    - The Catatan Sipil/Kantor Kelurahan/Kantor Kecamatan/RT/RW (for KTP Orang Asing , Kartu Keluarga , other intermediary documents , ..?)

I suppose RPTKA and TA-01 are related to the initial phase of the work permit at Manpower Department , before you request the KITAP at immigration .

You don't receive a new blue book. The one you have is amended, showing that you converted an ITAS in an ITAP.

SKPPS & SKTTS concern KITAS holder. When you become a KITAP holder, you need to have a KTP Orang Asing issued and a Kartu Keluarga.

a kiatp holder is supposed to have a SKPPT. I could not get my KTP and KK without that form. Also since moving, the new Sudin/capil dont know what is a SKPPT so im a sitting duck here wondering how to get this document transferred accross. It will expire in a few months.

It's simple, it's the same than a SKPPS. S stands for Sementara (=temporary, same as terbatas in KITAS) while T stands for Tetap (=permanent, same as tetap in KITAP). SKPPS & SKPPT are both part of the procedure for issuance of a SKTT (KITAS holter) and a KTP OA (KITAP holder).

Concerning KITAP holder one should fill the Formulir Biodata Orang Asing Tinggal Tetap as a first step if it hasn't been done while a KITAS holder. After recording the information in their computerised system (or their book if you live in the stick), Capil will issue you a NIK (Nomor Induk Kependudukan). The information system of the Capil is called SIAK which stands for Sistem Informasi Administrasi Kependudukan. The NIK is your identity number as a resident (both WNI or WNA must have one) and this NIK is required/will be required in many instance in your indonesian life.

In order to deal with the issuance of your KTP OA, Capil should ask the following:

    1. Kartu Keluarga,
    2. Photocopy Akta Perkawinan or Buku Nikah,
    3. Photocopy of Passport, Kartu Izin Tinggal Tetap et Buku POA,
    4. Surat Keterangan Catatan Kepolisian

Though a SKCK is required by law, many CAPIL would be happy if you produce a SKLD only, which is in fact a very different document than a SKCK. As long as it's a police document they will consider it enough.

An amusing note: people who are born in years finishing by ganjil numbers (1, 3, 5...etc sorry I don't recall the english word for it) must provide a picture with a red background while the one born in years finishing by years genap (0, 2, 4...etc) must provide a pictures with a blue background.

For the issuance of a KTP OA, problems may occur if the foreigners have NOT registered and get issued a SKTT when he was a KITAS holder. This is something overlooked by far too many foreigners. Same apply if the foreigner have moved and not registered his departure in the Capil og the wilayah he was residing and his arrival in the wilayah of the Capil he has moved in.

All these administrative documents should be dealt with by the book. I predict that in the next 10 years, foreigners (and WNI) who are not properly registered will get hassles from it in their everyday life (ex: registering a car, paying taxes, obtaining an immigration permit, opening or maintaining a bank account...etc).

Obviously, the main problem one will have to deal with is the incompetence, lack of motivation and ignorance of civils servants. In order to deal with it and/or to get an overview of all the documents concerning adminstration of population, one should read the following regulations:
Undang Undang nomor 23 tahun 2006 tentang administrasi kependudukan
Peraturan Presiden nomor 25 tahun 2008 tentang persyaratan dan tata cara pendaftaran penduduk dan pencatatan sipil

all my documents were issued in Jakarta. I have just moved to north sumatra and have had all my documents transferred accross. The KTP is still currently in process but the Sudin/Capil said it will be ready this week. They have no idea what to do about the SKPPT as they say they have never seen anything like it before.
