The average salary for a secretary in Albania and Russia is approx. $12,000 per year.for an expat the salary is a joke.
In Indonesia the average salary for a secretary to the CEO is the same, but for a fresh graduate working as secretary, the average is 1/4th of that amount.
In these salaries there is no accommodation included and healthcare insurance varies.
Anyway, normally the goal of companies offering positions abroad and filling those with ex-pats, is to make sure the employee retains the same purchasing power and savings as in their own country. So the employee should not be 'worse off' in the assignment as (s)he would be at home. The result is the ex-pat neither gains nor loses from a financial perspective.

Jim and Scoot did not joke about salary; it is an standard English expression they used*. When you say something 'is a joke', you mean that it is not acceptable (so not serious, non-satisfactory).
