Head to Millenium Restaurant (Gajah Mada Plaza, 5th Floor) on Saturday morning (10am-1pm). There's social ballroom dancing every week, plenty of teachers and dance instructors. You can look and ask around for recommendations.

I found one in Hayam Wuruk area. His studio was behind Garuda restaurant (near Harmoni). Be careful when you pronounce his name, you might be mistaken for sneezing.
