I use a drilling tool to bore a hole in the ground, about 10 cm diameter by 1 meter deep. Just throw into that "biopore", and when it is about 3/4 full, just cover top with soil. No smell, no flies (even at 3/4 full).
When we lived in village , usually we covered dog poo with "abu gosok" to reduce smell and flies . Not sure what abu gosok in English ,but it's a leftover ash from outer rice skin . In cities you can get "abu gosok" from scavengers in exchange for old newspaper,bottle plastick,etc.
Or probably you can buy a bottle liquid microbe/bacteria (for septic tank treatment) from local contruction material shop (or something like ace hardware) ,spray it to dog poo to speed up decomposing process.
