Your are correct, and if there is no shortage of power then that system works. However as PLN does not have enough power to supply all the demand, they are selling sort of like a quota system. So the standing charge is higher, if you request more power. You also pay a little more per KW also. If you request a higher load at your house, PLN have to assume you will use it. Therefore they cant sell that quota to someone else.
They also charge for the installation.
However you make a big error in your post,,,,, you use the word sensible when talking about PLN. The two cant be used together.

From what I was told, it's more for PLN to gauge how much power they need to produce. As with a lot of things I've noticed, it's a lazy way to get much needed data.
