When you are in manado, make sure you contact me. I will introduce you to the wonderful Manado city and the expat community. We are about 150 to 200 foreign resident and you get to know pretty much everyone quite quickly. About 30 of them are using occasionally this forum. They may chime in.
1. Never say Menado. Manado is much better and it is the way we call our city in Manado. Menado sounds... well... not manadonese.
An excellent choice when it comes to live in Indonesia. Manado is foreign friendly, safe, laidback...etc. I've almost only good things to say about it and about the manadonese. However, opening an italian restaurant is maybe not the wisest business to do, no offense intended. Manadonese, though foreign friendly, are not adventurous when it comes to food. Most restaurants who do not serve chinese food or minahasan food ended up bankrupted. There is a small italian community, but I don't think that you can rely only on them to have a succesful venture. You will have to appeal to the local market, and for that you will have to compromize with your notion of "italian food". If it's the former, spend some time with me and you will quickly learn the basics.My english is far from being perfect and my english native friends have learnt a lot of bahasa manado just speaking "english" with me.
I just mix both language when I speak to them. Alternatively I speak only bahasa Manado with the long timers. Easier.

A house for 5 millions rupiah per year??? Well, the person who get you this information is clearly misinformed. A decent kos would set you up at about 1 million per month. A house would have to be rented for a year in advance and I would say that at 30 to 50 millions a year you may have a house where one could live in an OK manner. Do not expect a pool or a garden for this price, though. There are cheaper alternative sometimes. You may well find a decent house for 15 millions a year, but it's rare. I've been renting a house for 6 millions a year during 5 years, just to park some cars from a guy who just wanted to have a tenant so that his family didn't squat the house while he was abroad working on a ship! But this is exceptional to be honest. I was lucky to find it and even if I wasn't using the house, it was a good deal for what I wanted to do with it. When I stopped, the guy rented it in less than a week for 30 millions a year, which was more like the market price for the type of house he had.
To give you an idea, the cheaper kos catering to people with the lower income start at IDR 250.000 (rare) to IDR 300.000 per month and this is just a simple kamar in a not so well maintained house, with shared bathroom and shared kitchen in a noisy area.
