I think we paid 300k at the Catatan Sipil because for some reason we wanted it quickly. But I would agree that is a place where they will always ask you for extra money, and you don't need to pay it, although if you don't then just double check that they haven't put some deliberate mistakes in there, and you may end up with a lack of cooperation on their side which is worth bearing in mind.
