As far as I'm aware, there are no rules that state natives need to be Caucasian. If people are employed just because of their white skin, then yes this is wrong. If people are employed just because they are natives (i.e. Chinese American), then this is wrong also. I suspect that standards (in some, not all cases) are dropped when recruiting English teachers just to get a native through the door. It should come as no surprise this happens in a country where nepotism is rife or you need to buy yourself into many jobs. For a business such as education, a white face means more customers = more money.
I believe that there are some cases where native teachers shouldn't be in the positions they're in; school managers also. I think this to be true with non natives as well. There are police that shouldn't be police, ministers who shouldn't be ministers and probably doctors who shouldn't be doctors. I hope though, that in 99% of cases this isn't true and, going back to the subject of teaching, where a native isn't strong in 1 area (let's say grammar) they excel in others.
