True or not, I often catch locals (especially women and kids) staring at me.

I curious now. Are you expat? Is the guy expat? Just wonder if both from same culture or different.

I live in a city where it don't have a lot of bule and the few that are living permanently here are all 10-20 year more old than me.

Where ever I go I got stare.
When I take walk, there where young girl crossing me again and again with their motor for take a look at the bule.
Hear on a corner while I was waiting for my light: "Hey! Ada bule!"

That make more than 2 year I'm now in this city and it seem they start to be habitued to see me, but still....

It would be very annoying. But more annoying if he comes approach and tries to seduce you. I blocked a man from my YM and email, recently, coz he kept trying to seduce me even after I asked him to stop.

First thing to do, if you feel annoyed, go and tell him that you don't like the way he's staring at you. Whatever his motivation is. You have the right to do that. Hopefully he won't bother you anymore.
    I smile.

Hi-Suggest to ignore him is absolutely right. You know I have a friend just like you, one man at work keep staring at him. She keeps telling me how annoying she is, how not comfort she is. But then one day, the man suddenly stop doing that. Instead of feeling relieved, she is wondering what makes that man stop. And I think she feel that she lost something although she never want to admit it.
So, don't think or even care about him unless you want to fall in love with that man. Remember hate and love only separated by a very thin line hehehehe...
