now, don't be making rash decisions! that's kind of presumptuous. find out first WHY he's staring at you. if you're an expat, i agree this could be a matter of "foreigner fascination". if you are a foreigner, are you the only one around? merely staring at you also doesn't make him unfaithful. you could potentially make your work relationship very awkward.
people stare at me all the time (Indonesian children are not taught that "staring is rude" like parents teach their children in the West, in fact staring together can be an enjoyable family activity, i suppose). they see nothing wrong with it. or you can joke with him and jokingly ask him, "apa loe liat-liat?" (what are you looking at?) and lightly tell him to stop because you find it embarrassing. no need to alarm HR... just yet.![]()

I don't think we know each other because I never wear mini skirts. Knee-short skirts, yes, and sometimes just a little bit above my knees, but not tight mini skirts, unfortunately.
I think it's just some men's nature of never having enough fun with women. He knows I have a fiance and he's met my fiance too but he hasn't stopped staring completely, though he has calmed down quite a bit. I have been ignoring his staring and act normally and professionally when I have to work with him.
