    people stare at me all the time (Indonesian children are not taught that "staring is rude" like parents teach their children in the West, in fact staring together can be an enjoyable family activity, i suppose). they see nothing wrong with it. or you can joke with him and jokingly ask him, "apa loe liat-liat?" (what are you looking at?) and lightly tell him to stop because you find it embarrassing. no need to alarm HR... just yet.

    i am really sorry if i make you uncomfortable at work but i just cant take my eyes off your legs you drive me wild in those mini skirts you wear. BTW i didnt know you posted on here to, theres a coincidence. See you at work tomorrow sayang.

    I don't think we know each other because I never wear mini skirts. Knee-short skirts, yes, and sometimes just a little bit above my knees, but not tight mini skirts, unfortunately.

    I think it's just some men's nature of never having enough fun with women. He knows I have a fiance and he's met my fiance too but he hasn't stopped staring completely, though he has calmed down quite a bit. I have been ignoring his staring and act normally and professionally when I have to work with him.

    wow.. this is so not true.. I'm Indonesia myself, but I know that staring is rude
