dependant Kitas for foreign wife of foreign working husband

Hello everyone,

I appologise if this question has been asked before, I have done a search and cannot find this info specifically marriages when both spouses are foreign. But please point me to the threads I have surely missed on this issue. Thanks ion advance for your time and patience.

I am asking on behalf of my friend, who is an American with a Philippine wife. My friend is currently here working on a KITAS his wife is still in the Philippines. His company just informed him they won't pay for his wife's KITAS. He's going to have to arrange it himself. His company have suggested their agent, but the fee they are talking about is 5million rupiah.

I want to ask you guys:
i) Can a foreign KITAS holder apply for the dependent spouse visa himself? I understand that his work will write him letters, they just won't pay.
ii) What are the actual costs and procedure for getting this spouse KITAS? I understood the main cost is getting the visa outside of Indonesia, In The Phillipines or Singapore, then it was relatively cheap to convert it to an ITAS and KITAS once in Indonesia.
iii) Will the wife have to pay the $1200 Manpower fee/tax when she is not a worker?

iv) The husband's KITAS expires in March. After that he would like to apply for his next KITAS at the same time as his wife's so that their dates match. In the mean time he wants to know what their options are. There is a free tourist visa for Phillippine citizens, but it seems it is for 30 days and is not extendable.

(1) You may find agents charging less than that .

(2) Yes .

(3) Official cost is Rp700k , for a year KITAS or Rp350k for a 6 months KITAS . But there are some fee for digital fingerprints/photo (Rp55k to Rp70k) + "special" folders .

(4) The 2 best ways to get the KITAS are :

a) Wife wait in her country , husband/agent request the KITAS in Jakarta , immigration send a message to the Embassy in Philippine which will give her a VITAS which should be converted in a KITAS within 7 days after she arrives in Indonesia , or

b) Husband send to her : copy of his KITAS , copy o marriage certificate and sponsor letter , she request a Visit Visa/Social Cultural (Visa Kunjungan Sosial Budaya , Sosbud Visa) in Philippine , and when in Indonesia , at any time within the validity of the Sosbud or it extension(s) , convert it to a KITAS .

The process for a KITAS , except for some documents , is similar to the example in the ref. below .

a) Stay with a Sosbud Visa (up to 180 days if extended 4 times) , or
Cost by doing yourself : Embassy : around USD50 , 4 extensions : around Rp1050k (using agent for 4 extensions : around Rp2600k)

b) Get a 6 months KITAS
Cost by doing yourself , except transport/hotel , if the case : VITAS > KITAS : USD50 (?) + around Rp300k (using an agent : around Rp3 Juta to Rp5 Juta) .
Cost by doing yourself , except transport/hotel , if the case : Sosbud > KITAS : US50 + around Rp420k (using an agent : around Rp3 Juta to Rp5 Juta) .

That's very short-sighted on the part of the employer. If I were your friend, I'd find a new job with a less scrooge-like employer, ASAP.

Especially when you know that her KITAS, as a dependant would cost them only IDR 700.000 (KITAS fee) + IDR 55.000 (for the biometrik pics & fingerprints)!
