        Most of them from districts...and they were promised by some naughty agents to get a better job in City.

            Untold is the right word, because I don't think we have any accurate information on the economic impact closing down that black market had.

            There's a question of whether or not the women there simply relocated and continued doing the same thing (or continued being pressed into service), but there's no question that much of the sex trade there was harmful to women. It was both a public health nuisance and a severe quality of life issue. Nobody wants to live next to a ghetto, crackhouse or red light district, yet billions do. It's not necessarily bad public policy to address that.

            She was right to close it down. Turning a blind eye to the exploitation of women, no matter how profitable or as much of an economic engine as you claim it to be, is NOT an ethical solution.

            She's not right to ban alcohol because alcohol consumption is not an inherently exploitative arrangement.

              Regards both sides, alcohol consumption and prostitution, the phrase above could be argued. Research would be needed.

                From my experience and what I've observed for many years living in cities that try to crack down on red light districts or ban certain substances from certain areas, all it means is it moves elsewhere.

                  Let's make this a little more personal. Let's say that you lived next door to a drug dealer. Let's say there were people going in an out of that house any time, day or night. Let's say those people had domestic disputes, violence, littering and loud music. Like most people who don't have their shit together, they're a nuisance or worse, dangerous.

                  You'd probably call the police, right? After all, they're engaged in illegal activity, dragging down the value of your property and could potentially cause you personal damage and harm. And you'd be right to do so. You probably wouldn't say to yourself "well, I could call the police and get this sorted out but then it would just be someone else's problem!"

                  This is the same damn thing. Not doing anything at all because of concerns that it will crop up elsewhere is not going to fly with constituents or anyone with a lick of self-respect and self-preservation.

                        because these are both things that the mayor of Surabaya has implemented. She thinks "if you ban it - it will go away" but sadly that is usually not the case (for either prostitution or alcohol consumption) - it just goes underground......and often creates more problems (poison home made alcohol, organise crime control, etc)

                            well...I don't think she think that simple about closing Dolly. So far she is doing well tho...
                            Of course, you can still find prostitution in Surabaya if you know where to look

                                are you sure? I am not aware of any beer in the world (although I suspect there might be a couple Belgian ones) with alcohol content more than 10%.....maybe it also covers all beer, plus any other drink with more than 10%?
