I don't use the cable TV ..just the internet Broadband
Are there any cheaper options in Bintaro area for just Internet ..e.g Bolt ...just need good Internet and No TV
    Any recommendations?

The cheapest that you can get is through an USB modem/MIFI , but the speed may not be good enough for videos sometimes (need to check) . I don't use video , so I use a 3G USB modem with a card/ship from Tri , 10GB data (AON - valid for almost 1 year) @ Rp130'000 . The best signal may be from Telkomsel , around Rp50'000 per GB data (also 3G) , valid for a month . It is cheaper for 4G modem .

Have you tried PostPaid XL? I visited Lotte Mart Bintaro at least 3x a month and everytime I'm there, I tethered to my Wife's XL cause it suddenly becomes blazing fast. She's on the 150k IDR/month subscription.
need to check again later but I think she got this for that :
      20 GB/month
unlimited free calls and texts to other XL subscriber
100 mins free call to other operator

Your best bet is is to try different sim cards in your phone to test out the data speed and consistency in your area. Just purchase cards with a small amount of data to test. As far as value for money goes, I have always found smartfren to be the best. (Smartfren don't use cdma-evdo any more, they ditched it for 4G LTE). Once you have worked out who gives you the best speed, you can purchase a usb dongle, or portable wifi modem. You can also purchase full size wifi routers with sim card slots.

              (1) My first usb modem was Smartfren (3G CDMA) , but after few years I found Tri (3G GSM) cheaper .

              (2) In my view , this is another negative point of Smartfren . I still use 3G and intend to continue using it until Tri/Indosat/XL/Telkonsel stop offering it or until a 4G modem becomes cheaper .
