No, you cannot simply "get the papers from the kantor sipil" and be done with it. There is no civil matrimony in Indonesia as we understand it in our secular states. For non-Muslims, you get married according to a religion and then you register the matrimony with the catatan sipil. Marriage under a religion is a prerequisite. For Muslims, the marriage arrangements are handled by Kantor Urusan Agama. This, of course, means that both of you have to be, at least nominally, Muslim.

Kawin lari is more for couples who are running from the woman's father in order to present the family with a fait accompli after they consumated the relationship. They then come in from the cold, so to speak, to marry according to the law and religion. Kawan lari will not exempt you from the absurd requirements of the Indonesian state.
