View Full Version : Yogyakarta Bandara
Can anyone assist me.
Last Wednesday at four o'clock I was on Garuda flight GA 213 from Jogya to Jakarta.
We taxied to the runway but there was already an Air Asia plane on the runway. Did we wait for the Air Asia's departure?
Not on your Nelly, we just carried on to the opposite end of the strip. Here we sat head to head with Air Asia taking off over the top of us in a near miss situation. Obviously they are not happy with threatening the lives of 120 passengers on one plane and they want to go for the big double and take out 240 people in one hit.
This raises a series of questions that I seek assistace with.
As this was an obvious near miss situation it must have been reported.
Any ideas where I have to go to see this report and if it does not exixt then where I can go to report it.
There are at least three cowboys involved in this situation, the Garuda Pilot, the Air Asia Pilot and the Air Traffic Controller who should all be suspended from duties and retrained as the basic minimum.
Does any one know if I would have the legal right in this situation to elect to remove myself from the aircraft through the emergency exit. It is an alarming feeling being trapped in a life threating situation where you can only sit and wait for the enevitable.
I would also like to know how many take-off's have been aborted on the Yogya strip. I am aware of one last year and I know ther must be more.
There is also the possibility that this has now become an accepted common practice in which case I definately want to know as I will cease to fly from Yogya in the future and I would actively inform others not to use the airport.

Following the past years numerous incident where Indonesian airlines companies were involved, we had a new "Aviation Law" that have been passed by our beloved DPRs and legalised on January 12th 2009 (undang undang nomor 1 tahun 2009 tentang Penerbangan) by Pak SBY. There is almost 500 articles in it and I haven't found yet the courage to go through the whole stuff myself... However, sanctions are listed in this law under Paragraph XXII. You may want to check if anything fit in the box. (can forward you the law if you are in the mood of digesting it). Paragraph XIV should be of interest also in your research since it is about security of the flights. Definitively, the safety is under the responsability of the Ministery of Transportation (Departemen Perhubungan (http://www.dephub.go.id/id/)).
However, since there was no damage, I am afraid that they won't give a toss about it.
Note that a Garuda pilot involved in a deadly crash in Jogja airport in March 2007 is standing trial at the moment in an Indonesian court and could well be sentenced up to 4 years in jail if the panel of judge follow the arguments of the prosecution (Prosecution first sought a life term jail but had to back off because they failed to prove that the mistake done by the pilot was intentional). 21 were reported dead in the crash, including foreign citizens. One should also be aware that Bandara Adisujipto has been involved in 3 out of 10 plane crashes recorded in Indonesian airports in the past 15 years (crashes in 1995, 2002 and 2007) and that Garuda has been involved in 2 out of 3 Jogja's crash!

Well that approval to fly back in to the EU should be rolling in any day now...........

The incident last Wednesday was not considered reportable.
If anyone had considered that there was a hazard it would have ended up for public view here....

Since it is a law to be used in Indonesia courts, it is in Bahasa Indonesia. However, this particular law should be in the near future translated to english for int'l use. However, since it is brand new (only one and half month that it is legalised) I am afraid that you will have only the indonesian version for the moment.

The Komisi Nasional Keselamatan Transportasi is the commitee you should report the incident. I found that their website is located inside the Minister of Transportation website:

Be aware that on the first page, the regulation that they feature (UU RI 15/1992) is outdated and replaced by the one I was talking about in my earlier post.
I believe I'm correct in my understanding that the Indonesian Air Force are still responsible for Air Traffic Control there, perhaps this is the real reason it 'was not considered reportable.'..wouldn't want their reputation tarnished now would we.
I wouldn't dare fly domestic here anymore.
I gave up on that particular bandarra a few years ago after too many hard landings followed by frantic braking..
BTW, does anyone know if the reports about Garuda pilots being paid a bonus if they avoid a 'go around' and manage to land on the first attempt, are true and perhaps still current practice?
